Learning Outcomes
- To understand the legal organization of the external relations of the EU.
- To understand the functioning of the Common Commercial Policy and the Common Foreign and Security Policy, and to examine the division of competences among the member states and the Union in these fields.
- To examine the practical significance of the legal organization of the EU external relations for the individuals through references to the case law of the European Court of Justice.
Course Content (Syllabus)
The course discusses the position of the Union in the international order, from a legal point of view. At the introductory level, the evolution of the EU institutional foundation is discussed. The main part of the course focuses on the legal dimension of the EU external relations, as organized through the Common Foreign and Security Policy, as well as the Common Commercial Policy. Attention is given to the distribution of competences among the member states and the Union in the field of external relations as well as to the restrictive measures adopted by the EU in the context of foreign policy. The case - law of the European Court of Justice is examined during the seminars.
