Course Content (Syllabus)
This course examines the creation and evolution of human rights in a historical context and as an aspect of today's globalization. Globalization today includes, among others, two elements that are dealt with in this course: the emergence of a universal culture of human rights and a process of formal or substantive democratization. In this context, after a brief historical review of the birth and characteristics of human rights, the course examines the main international instruments that safeguard human rights in the international context (both at European, global and regional levels), the tools and mechanisms for their protection oand the real possibilities for implementing the decisions of these mechanisms under the current imperfect international system. Particular emphasis is placed on the understanding and the different characteristics of the different generations of human rights (civil, political, economic and social) and on the implementation and operation of the major international human rights instruments (United Nations Universal Declaration of Human Rights, International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights, the European Convention on Human Rights and the Charter of Fundamental Rights of the EU).The aim of the course is to make clear the interconnection between international human rights protection and national democratization process as well as the formation of an international, globalized society in dealing with violations of human rights.
