Learning Outcomes
Students become accustomed with the basic notions of administrative law, esp. with administrative structure. They become aquainted with basic rules of the administrative competence, of the institution and function of one- and multi-membered admininstrative organs, respectively, the notions of hierarchy and supervision, the gouvernment, the quangos, public service and public enterprise.

The object of the course is the administrative organisation of the state. The State, the Constitution and the Separation of Powers.
Public administration, the Executive, the Government, Public Services.
Legal Entities of public and private law.
Centralisation, Decenralisation and Self Administration.
Public Services and Public Positions.
Coordination of the Administration: Supervision on Legal Entities and hierarchical control upon public servants.
The constitutional framework of the administrative organisation of the State.
Centralised and Decentralised Administration, Local Government and Public Entities of Public and Private Law.
Constitution and abolition of services and positions. State organs. Competences.
The Central Administration of the State: President of the Republic, Prime Minister, Quangos, Ministries etc).
The Decentralised Administration according to the legislation.
Local Government according to the legislation.
