Learning Outcomes
The course aims to provide the students with a basic understanding
of the European Union, its main institutions, and the ways in which
European policies are being formulated and implemented. It
presents the historical evolution of the European integration
process, the basic principles guiding the operation of the main EU
Institutions (formally and informally) and the procedures through
which EU policies are being formulated. In the second part of the
course, emphasis is given on the regional inequalities within the EU,
their evolution over time, and the formulation and implementation of
the EU Cohesion policy.
Course Content (Syllabus)
In brief, the main points of the course are:
• European Integration process: evolution over time, main factors
influencing the process, consecutive enlargements, EU Treaties
current challenges and perspectives.
• Main features of EU functioning: Legal framework, Institutions,
policies and financial resources.
• EU policies and resources: Multiannual Financial Framework,
EU Budget, EU policies.
• Regional inequalities in the EU: evolution over time. Consecutive
enlargements, impact on inequalities. Regional vs Member State
inequalities.
• EU Cohesion Policy: evolution over time. First reform of the
Structural Funds, Basic Principles, Proposals for the next period.

• New Programming Period 2014-2020. The New Cohesion Policy and Europe 2020
