Course Content (Syllabus)
The main objective of the course is to provide insight into theoretical and practical issues related to maritime spatial planning (MSP), and integrated coastal zone management ICZM). At the theoretical level, lectures are designed to discuss: i) the peculiarities of the marine and coastal space, as well as the new and future trends in the use of the sea and its – living and non-living – resources, ii) the concepts and new approaches related to maritime spatial planning (eg EcAp, place-based approach), iii) the parameters to be considered when planning the marine space (e.g. the transboundary nature of the sea, climate change, natural and technological disasters, etc), iv) the land-sea interaction (LSI), putting emphasis on the interaction and complementarity between maritime spatial planning (MSP) and terrestrial spatial planning (TSP), v) management and planning issues related to Marine Protected Areas (MPPs) of natural and cultural importance and vi) Decision-making and mapping tools (eg Marxan, 3D mapping, multi-criteria analysis), as well as issues related to the adequacy, accessibility and organization of geospatial data. At the institutional level, the focus will be on: a) international policies, documents and Conventions (eg UNCLOS), b) the national (Greek) policy and legislation concerning the sea and MSP. At the practical level, the lectures are designed to discuss: i) international MSP experience (from other Mediterranean countries) and ii) national MSP practice (e.g. the existing National Spatial Plan for aquaculture, the spatial Plans for the National Marine Parks). Finally, special emphasis is put on concepts and methodologies related to the integrated coastal zone management (ICZM), including discussions on the international policy documents and tools, but also on the national legislation for the protection of the Greek coasts.
