Course Content (Syllabus)
The maim objective of the course is a detailed analysis of the Greek state both on a theoretical level and mainly on the basis of a practical dimension. Initially, the course will focus on a range of conceptual issues and key concepts, such as the state and governance, the political system, the Constitution and the separation of powers. The main goal of the course is to offer a thorough approach to various aspects of the Greek system of government. We will study in detail the organization of the state through the principle of decentralization. Emphasis is given on the executive (President of the Republic, government, prime minister, ministers and deputy ministers, general secretaries) and legislative power (Greek Parliament). The process of holding the elections with emphasis on the Greek electoral system is also presented. Another theme of the course is judicial power and judicial review of the constitutionality of laws. The main goal is to acquire knowledge regarding the outline of the relationship between the executive and the legislature in our country (both in terms of control and operation of the authorities). Another section of the course focuses on local government (municipalities and regions). We will also focus on public administration control. Finally, a separate section of the course is the relationship of the Greek system of government with the corresponding European one and how the multilevel government is formed. In this section, we will refer, among other things, to the European policy of Greece (1957-2020), to Greece's participation in the EU, both in terms of regulatory policies and in terms of the preparation of the EU budget.
