It is recommended that students have successfully attended and passed the following course: Field Application of Layour Plans and Surveying Practice (6th semester).
Learning Outcomes
Upon successful completion of the course, students will be able to apply the theoretical knowledge they have acquired in practice. Specifically: - Interpret/understand and analyse the task/study question assigned to them. - Programme the intermediate steps and identify the individual technical and legislative parameters of the study under consideration. - Identify and solve complex problems in framework of a topographic study. - Plan the proper execution of office and field work (where required). - Know the procedures for acquiring the necessary data and the official sources of this data and information. - Know and apply the legislation and standards governing the proper conduct of the work/study. - Draft accurate and complete diagrams, tables and technical reports as deliverables.

Course Content (Syllabus)
Land registration and property surveys. Necessity of property survey survey. Technical specifications and requirements. Qualitative and Quantitative controls of the surveys. Land Consolidation acts of the Ministry of Rural Development and Food (former Ministry of Agriculture). Consolidation acts of Settlements and Rural Areas. Historical Context, the Mission of the Refugee Rehabilitation Commission. Diagrams and Tables of Land Consolidation Acts. Solving consolidation acts with the help of ground/satellite measurements. Recent Settlement Legislation. Ground Implementation of Property Titles. Technical Interpretation of Contracts and Other Deeds. Combination of Titles and prior or subsequent land acts of the Administration. Critical issues during the field survey campaign. Expropriations. Issues of Topographic Surveys for major projects. Procedure of Declaration and Execution of Expropriation. Preparation of Property Exproptiation Diagrams and Tables. Compensation Calculations. Special legal issues of expropriation. Expert Surveyor's Report: Categories of expert reports, theoretical background, basic concepts (critical time, presumption of benefit, special compensation, etc.), analysis of questions posed, how to draft charts and tables. Drafting a report and justification of the conclusion. Dealing with specific cases. Amendements to existing Urban Plans. Necessity of Amendment to ensure public spaces. Procedure for the Modification of an existing urban Plan, Bureaucratic Procedures and Chart Specifications. The Law of 1923. Land Use as a binding factor in Urban Planning. Emergency Urban Acts. The tool of the Suspension of Construction Works. Urban Implementation Acts. The Legislative and Regulatory Framework of Law 1337/1983. Categories of Owners and Properties. Contributing Land and Money for the ground application of the urban plan. Drafting of the necessary diagrams and tables . Critical Dates. Amending Existing Urban Implementation Acts. Compensation Acts. Theoretical and Regulatory Framework. Necessity of drafting an Urban Compensation Act. Elements of Pre-procedure. Methods for drafting a compensation diagram and algorithms for the calculation of compensations where applicable. Criteria of Acceptance.
