Students are recommended to successfully complete the courses on Cadastre (6th Semester), Urban Planning (6th Semester), and before taking this course.
Learning Outcomes
Upon completing this course, students will be able to: - Understand fundamental issues and concepts of the New Building Code and its implementation. - Understand and interpret economic concepts related to the real estate market and property valuations - Understand and categorize the main factors determining property values - Apply the appropriate method of property valuation per case (comparative, residual, investment method, etc.) - To estimate the value of each property for tax purposes on the basis of existing legislation. - To draft technical reports of property valuations.

The syllabus of the course is organized as follows: - Introduction to Property Valuation. Basic Concepts and Definitions. The concept of property value and how it is formed on a case-by-case basis. - Cadastral Systems and Property. Data sources for real estate valuation purposes. - Technical aspects related to real estate. Introduction to the New Building Regulation (N.O.C.). The Building and Coverage Factors (applications and exceptions). The issue of land use. - The Comparative Valuation Method. Theory - Applications by Property Category. - Calculating Property values for tax purposes. Open data sources and web applications on property values by the Ministry of Finance. - Economic Aspects Related to Property Valuation. Macroeconomics and Microeconomics. The problem of supply and demand in real estate. The concept of interest and interest rates. Calculation of Present Value and Net Present Value. The concept of discounted cash flows. - The Residual Valuation Method. Theory - Applications - Critical Issues. - The Replacement Cost Method. Theory - Application examples - Critical issues. - The Investment Method. The Direct Capitalisation Method. The Cash Flow Projection Method. Students are required to submit a group project/topic which counts for fifty percent (50%) of the total grade and to participate in written exams on the understanding of the course material which count for the remaining fifty percent (50%).
